I think people doing such bad acts are unjust. They don't value the life given to them. Why should you turn violence into a sport of sorts? Naturally, life isn't a joke. It's something that one must value. So if there's no way to stop these people killing, stabbing, and shooting the judicial system must make a way to protect the society from crime.
